The Fire Safety (England) Regulations 2022, effective from January 23 2023, require annual checks for all entrance doors to flats and quarterly checks of fire doors in common areas for blocks of flats where building exceeds 11 metres.

What are the legal requirements for fire safety?

At Trusted Fire Inspections we realise that the legislative requirements can appear complex. We can help advise and guide, and provide comprehensive fire door inspection services and health and safety services.

The Regulatory Reform Fire Safety Order 2005 (RRO 2005) came into force in England and Wales. This legislation transferred the responsibility for Fire Safety from the fire authorities to whoever has day-to-day control of the building premises. This person is known as the Responsible Person.

The law requires that the Responsible Person must take steps to reduce the risk from fire, consider how to contain a fire should one break out, and ensure people can escape safely.

The Responsible Person also needs to be able to identify a Competent Person (i.e. knowledgeable, qualified professional) to be able to implement preventive and protective fire safety measures in a building.

The Fire Safety Act 2021 is based on the previous Fire Safety Order (FSO) of 2005 and deals with the scope of the FSO. It clarifies that the FSO applies to the structure, external walls (including cladding and balconies) and individual flat entrance doors between domestic premises and the common parts of a multi-occupied residential building, or any other relevant door.

Under the Fire Safety (England) Regulations 2022, effective from January 23 2023, owners of blocks of flats are required to undertake annual checks of flat entrance doors and quarterly checks of all fire doors in the common parts.

We can offer training to Facilities Management companies on how to achieve the required level of inspection. For the quarterly inspections, this can be achieved through a maintenance officer or other competent person acting on behalf of the owner. Again, we can provide training to the appropriate competent person(s) to  how to achieve the required level of quarterly  inspection.

The Health and Safety at Work Regulations 1999 require employers to carry out risk assessments, make arrangements to implement necessary measures, appoint competent people and arrange for appropriate information and training.
